None of that measures whether they can make hard decisions, navigate ambiguity, set direction, or give someone honest feedback. Those are the real skills of managing and leading people. We don't screen for them, and we don't teach them.
So we hand people the title and tell them to figure it out.
Then we never measure whether they're developing anyone. They lead the way they were led, by someone who was also never trained. And they train the next manager the same way.
Think about the worst manager you've had. Odds are they were excellent at the job they got promoted out of.
