Custom colleague agent

Has anyone created a custom agent in M365 Copilot to act as a peer for analysis and pressure testing strategy options? I’m building one that acts as a portfolio owner of a set of platforms that support CICD. A mix of a prompt and persistent files defining each product/platform.
