If personality is continuous,
if it is formed through interaction,
and if responsibility must be defined before interaction —
then culture, within an AI system,
cannot simply be a tool for making responses feel natural.
The question is not:
> _Can AI understand culture?_
The real question is:
> **_Does culture alter the boundary of responsibility?_**
## Current Practice
In most existing AI systems, culture is treated as an adaptation layer:
* Tone adjustment
* Communication style
* Social norms
* Localization of responses
These adjustments aim to make AI:
> **_more natural and more relatable_**
But they share a critical limitation:
